6) Approve Minutes from the Regular Mayor and Board of Aldermen Meeting on 
September 5, 2023. 

7) Consent Agenda

A) Approval for Chris Lauderdale to attend Introduction To Arc GIS Pro Mapping Training September 25-26, 2023 and pay for travel and lodging. The course is provided at no cost to the City.
B) Authorize to forgive all permitting fees associated with the new YMCA.
C) Approval to close Panola Street on October 20, 2023 from 2:00 p.m. to 9:00 p.m. for the Hernando Rotary Club Brewfest. The event begins at 6:00 p.m.
D) Authorize B. Montgomery to attend Driver Operator 1002 Certification Course in Pearl, MS at the MS State Fire Academy on September 18, 2023, also authorize to pay registration and travel expense. 
E) Authorize L. Hendrix to attend Driver Operator 1002 Certification Course in Pearl, MS at the MS State Fire Academy on September 18, 2023, also authorize to pay registration and travel expense. 
F) Authorize N. McCaleb to attend Driver Operator 1002 Certification Course in Pearl, MS at the MS State Fire Academy on September 18, 2023, also authorize to pay registration and travel expense. 
G) Approval to enter into an agreement with Keith Payne to serve as the Assignor once again for the 2023-2024 winter youth recreational basketball season.
H) Approval for Brittney Bowen and Michael Carson to attend the National Alliance of Youth Sports Conference November 1-4, 2023 in Baltimore, Maryland, and to pay for registration, lodging, and travel.
I) Request for Tony Ezell to attend the 2023 BOAM Winter Conference in Natchez, MS November 29 – December 1, 2023 and pay travel and registration expenses.
J) Approval for Gia Matheny to apply for the Mississippi Humanities Council Grant for Speakers Bureau for Dickens of a Christmas. The grant is $300.00 and there is an in-kind/cash match that comes from the event.
K) Approval of contract with Fun Street Pop Ups LLC for Ice-Skating Rink activities at the Dickens of a Christmas event on Nov10-12, 2023 and for Gia Matheny to sign.

10) Approval of Proclamation for October 2023 as Down Syndrome Awareness Month. 

11) Approval of Final Payment of $36,096.80 to Cerberus Investment Co for the Fire Station #1 addition.

12) Approval of Resolution to extend term of Franchise Agreement with C-Spire until December 30, 2023 while negotiations continue.

13) Approval to accept donation from the Maddox Foundation to rebuild damaged Conger Park playground and make additional needed improvements.

14) PL-1752 - Winningham Section E - Final Plat Request for final plat approval of Winningham Estates Subdivision, Section “E,” consisting of 26 single-family residential lots, located west of Andy’s Way, and west of Miller’s Way, in Section 25, Township 2 South, Range 8 West. Lloyd Miller, representing Winningham Estates.

15) PL-1756 – Jefferson Section E Final Plat - Request for Final Plat Approval, Jefferson Estates Subdivision, Section “E,” 35 residential lots and 2 common open space lots on 17.33 acres located on the south of Holly Springs Road and east of Jaybird Road in Section 21, Township 3 South, Range 7 West, zoned “PUD,” Planned Unit Development District – Andy Richardson of R&H Engineering and Surveying, representing Robert Reiner, the property-owner.

16) CE-1729 - 692 Hill Street – Public Health and Safety concerns. The subject property is located on the south side of Hill Street and east of College Street, more specifically, 692 Hill Street, in Section 13, Township 3, Range 8. Parcel Number 308613003 0004600, Henry Chilles, property owner.

17) Discuss initial street improvements list so the Street Department can start the annual paving program this fall.

18) Public Hearing to approve the Resolution on Hernando West Special Tax Assessment.

19) Approval of request letter by Neel-Schaffer requesting the US Army Corps of Engineers, Vicksburg District, undertake an environmental infrastructure project under the authority of Section 592 of the Water Resources Development Act of 1999 with the City of Hernando to serve as the sponsor.

20) Approval to advertise for bids for the McIngvale Road Sidewalk Project STP-788-00(002)LPA/108602-701000 authorized by MDOT.

21) Approval to surplus 2004 Kubota tractor serial#50910 Asset#398 to Crenshaw auction company. Transmission repair estimate exceeds the value of tractor.

22) Approval to surplus and dispose of equipment of no value in the Parks Department.
