7) Consent Agenda
A) Approval for the Mayor and Board of Aldermen, and City Attorney to attend the 2025 MML Mid-Winter Legislative Conference to be held January 14-16, 2025 in Jackson, MS and pay for travel, lodging and per diem.
B) Approval of Proclamation for Pancreatic Cancer Awareness Day as November 16, 2024.
C) Approval for Ed Espitia to attend BBI training in Flowood, MS on November 13-15, 2024, (date was changed) and pay registration, lodging and travel.
D) Authorize S. Witt and M. Berry to attend 2024 2025 Mid-Winter Fire Chief Conference in Meridian, MS on January 8-9, 2025. Also authorize to pay registration and travel.
E) Approval to approve the small purchase contract for Waggoner Engineering for CE&I for the McIngvale Overlay, and authority for the Mayor to sign.
F) Attached is a list of items we need to surplus and remove from our inventory. Also, attached are the fire hose that have failed testing and need to be removed from inventory.

G) Approval to enter into an agreement with Neel-Schaffer for engineering services to conduct a preliminary design service on the pad of soccer fields for “Northwest MS Otolaryngology Head & Neck Surgery, Dr. Cunningham Field” and “Oak Field” at the Hernando Soccer Complex.
H) Approval to enter into a Memorandum of Understanding (MOU) with AbilityWorks, Inc., a division of Mississippi Department of Rehabilitation Services (MDRS).
I) Approval of the proposed sponsorship agreements for facilities at the Heindl Center for the Performing Arts Baseball/Softball Fields at Renasant Park and the Hernando Civic Center Fields. Proposed sponsorships are listed below:
o iOne Benefits Group
• Will receive one (1) windscreen dugout banner at one (1) field located at the Heindl Center for the Performing Arts Baseball/Softball Fields at Renasant Park
• Three (3) year agreement. $2,000 per year.
o Cooks Pest Control
• Will receive two (2) outfield signs to the Hernando Civic Center Fields.
• Three (3) year agreement. $800 per year.
J) Request by DeSoto County Board of Supervisors to waive all fees associated with permits and inspections for the upcoming Chiller Plant underground piping project.
K) Approval to close Vicksburg Cove in the Crossroads Subdivision on December 7, 2024 from 1:00 p.m. -3:00 p.m. for a Neighborhood Meet and Greet.
L) Approval of Proclamation honoring the life of Mrs. Earnest Lee McIntyre Walker.

13) Approval of MDOT ROW Use Agreement at I55 as a Bicycle Path/Pedestrian Crossing and to use the air space above or below the ROW of the State Highway system.
14) Approval of the Green T Subdivision Water Pollution Control Revolving Loan Fund loan in the amount of $5,020,250.00 for construction for pollution control facilities and for the Mayor to sign.
15) Approval of ARPA #604 Byhalia Road Water Plant and Madison Lakes Elevated Tank amended engineering contract.
16) Approval of MOU with the DFA to accept SB2468 appropriated funds of $204,095.00 to assist the City of Hernando, Mississippi, in paying costs associated with improvements, repairs, and upgrades to its water and sewer infrastructure.
17) Approval to award the Asphalt Paving Project October 2024 bid to Gregory Co LLC, DBA Murphree Paving Co with the lowest/best bid of $833,510.00.
18) Approval of Annexation Ordinance.
19) Tabled from 10/15/2024-PL-1843 – Pleasant Hill Express C4 –Request for a rezoning from AR to C4. The subject property is located on the southwest corner of McIngvale and Pleasant Hill Road, specifically 933 Pleasant Hill Road in Section 30, Township 2, Range 7, Byron Houston, Representing the owner.
20) Discussion of the Off-Street Parking Requirements for Recreational Vehicles
